1/27 1 Apologies for Absence

The Minutes of 6 June 2001 were taken as read and approved as

1/30 4 Matters arising

Flooding and Pollution - The Chairman reported he had attended and chaired a meeting at Kennet District Council Offices, Devizes on 13 June 2001.

The Chairman said he had raised the matter of the lack of a response from both The Environment Agency and Thames Water, to letters seeking approval to allow an observer to attend meetings. A copy letter had been sent to both authorities on the 14 June 2001.

Dr S J Muirhead proposed that the two authorities be given until the end of the month to reply, when repeat letters should be sent. Seconded Mr K Evill and agreed.

Mr J Dunn, confirmed the following work to be undertaken by Wiltshire County Council:

To repair the surface water drain outside No 34 Lottage Road and to further examine and repair/replace the drain where it crosses under Lottage Road

To excavate and repair the existing 300mm diameter surface water drain outside Lottage Farm

Mr C Braham for Thames Water reported most of the village had been surveyed by CCTV with some cleaning carried out as they progressed. A couple of lengths were found to be fairly heavily fatted up and another couple had signs of obvious water ingress.

A summary of survey findings and plans would now be prepared

Aldbourne Library - A report dated 11 June 2001 had been received from John May, Chairman of Aldbourne Website Group as a result of his investigations for the needs of Aldbourne Library, compared with a possible project in Ramsbury Library, to install a computer for accessing the Internet by the public from the library premises.

An initial quotation from Mr Christopher Wildridge, Administration and Information Manager, Libraries and Heritage, Wiltshire County Council suggests £1537, to include purchase of hardware and software, PC build to WCC specification, installation and furniture

Three computer systems were to be installed in St Michael's School for the benefit of the pupils and the training of adults, outside school hours, in the skills of Internet access

Mr K Evill could see no justification for such an expenditure and Mr P D Lawler proposed, Mrs M R Palmer seconded and it was agreed to first await the outcome of the School project before reaching a decision

Wiltshire Direct Services - A letter dated 21 June 2001 had been received from K T Draper, Contracts Manager, Sodexho Land Technology confirming the award of the contract for the provision of grounds maintenance services at Goddards Lane Playing Field and Whitley Road Play Area. This is based on the same specification as previously agreed with Wiltshire Direct Services.

Sodexho Land Technology will invoice the Council on a monthly basis at £39.85 + VAT for the period 4 June 2001 to 31 March 2002.

The Bourne - Mr K Evill proposed, Mr W A Puttick seconded and it was agreed to authorise the expenditure for the purchase of roundup by Mr P D Lawler.

Damage to The Green - Awaiting an account for the work undertaken by Kennet District Council when an insurance claim would be made.

Premises 16 The Square - A reply dated 13 June 2001 had been received from Mrs Joan Hale about rats nesting in the garage, saying that she has had two visits from the Kennet District Council 'rat man' on 4 January 2001 and the 9 May 2001 to lay poison.

 

A reply had not been received from Mr K R James, Kennet District Council, Environment and Community Safety Services Manager to a letter dated 9 June 2001.

Notice Board - The Chairman and Mr K Evill were obtaining estimates to carry out the necessary repairs.

1/31 5 Correspondence

Swindon Road Club A letter dated 12 June 2001 had been received from Keith Valters, Race Organiser, advising that it is now the intention to go ahead with the cycle race planned for Sunday 15 July 2001.

CPRE - Notification had been received congratulating Aldbourne on achieving winning marks in the large category of the District round of the Best Kept Village Competition.

The village will now go through to the Countywide round of the Competition.

Kennet Community Safety Partnership - A letter dated 29 June 2001 had been received from Carey Wallin of Ivy House, South Street asking the Parish Council for a public meeting to discuss the difficulties experienced in the village relating to the anti-social behavior of some young people, which had now reached intolerable levels.

Carey Wallin had also written to Alison Egarr of the Rennet Community Safety Partnership, Superintendent Tatum, Wiltshire Police, Richard Martin, Wiltshire Youth & Community Service and the Editor of the Dabchick,

It was agreed not to call a public meeting at this stage, but to await the responses from the other parties involved.

Mr P D Lawler reported a similar problem also exists in the Goddards Lane playing field. Mr K Evill said underage drinking had a bearing on the problem and Mrs A M Jerram said no matter how many agencies become involved, the final responsibility rests with the parents.

Rights of Way - A report given on behalf of Mr A J Devey said that Goddards Lane footpath had been cleared of soil and Mr R S Price of Beech Knoll, the owner of the hedge overhanging the path, had been asked to cut it back.

Mr P D Lawler proposed, Mrs A M Jerram seconded and it was agreed to write Mr R S Price again and ask that he severely cuts back the offending foliage.

A letter dated 3 July 2001 had been received from Paul Gerrard, Highways Project Manager, Wiltshire County Council, saying that at a Policy and Resources Committee Meeting on Friday 29 June 2001, it was resolved to re-open all Rights of Way within Wiltshire with effect from Friday 6 July 2001.

The onus for removing signs had been placed on the Landowners.

ACV - A report given on behalf of Mr B Buckler referred to a letter dated 2 July 2001 received from Mrs Deborah Morgan seeking permission to use Rectory Wood to gain access to the rear of her property at 19 Farm Lane, for one weekend in August, in order to make improvements to her garden.

Dr S J Muirhead proposed approval, Mr K Evill seconded and it was agreed to give permission on the understanding that any damage be made good.

Mr P F Newman to be asked to clear the footpaths in Rectory Wood.

Planning - Dr S J Muirhead reported five applications had been discussed since the last meeting, all with no comment, no objections.

Two applications had been passed by Kennet District Council.

A letter dated 27 June 2001 had been received from Rennet District Council, Planning Services Manager advising that an appeal had been made in respect of Mrs E Jones, Briar Farm, for alterations and extension of existing property.

A reply awaited from Mr M Wilmott, Rennet District Council, Development Control and Conservation Team Leader, to a letter dated 9 June 2001 regarding the telecommunications mast.

The Chairman understood that a new head for the mast was being considered

Playing Field - Mrs A M Jerram reported quotations are being obtained for Whitley junior in respect of parking and dog fouling.

Mrs A M Jerram raised the issue of new items for Whitley junior as there are a lot of young families in that area Contact would be made with 'Awards For All' grant scheme.

A seat for Claridge Close had been recommended. Perhaps Mr Ron Hacker could manufacture.

Mr K Evill proposed an expenditure of up to £l00~00. Seconded Mr D C Hanlon and agreed.

Mr P F Newman to be asked to give attention to the contract grass cutting of the equipped play area off Claridge Close.

Sports Fi~ld - A report given on behalf of Mr G A Dolman said that he had gone out for quotations for the repair of the tennis court.

So far, one quotation had been received in the sum of

£2,300.00 + VAT.

Mr K Evill said that in order to avoid any ambiguity, all quotations should be based on identical specifications.

Mr G A Dolman also reported that complaints had been received from residents in Southward Lane over recent football club activities, i.e. drinking sessions.

Mr G A Dolman is looking into the matter and will report back.

Highways - Mr D C Hanlon drew attention to the pedestrian enhancement in The Square and agreed that although the plan clearly indicates that the centre line will not be replaced, in the interests of safety, could further consideration be given to replacing the centre line.

Mr D A Mann requested clarification of the new countryside act which makes provision for Local Authorities to restrict traffic on byways, in order to protect the welfare of wildlife and the habitat. An example would be Peaks.

Mrs G M Mann handed to the Chairman, a discarded document she came across in the rubbish at the top of Peaks. It dealt with the non payment of a consolidated fine of £150.00 issued by Wiltshire Magistrates Courts - Swindon on the 23 April 2001. The police to be informed.

Mr W A Puttick proposed, Mr D C Hanlon seconded and it was agreed that powers be delegated in the Chairman, Vice Chairman and the Clerk during the summer recess. The Chairman thanked Members for their attendance and closed the meeting at 8.59 pm.
